Delete all config files at %appdata%\.\LocalLow\Ludeon Studios\RimWorld by Ludeon Studios\Config Wait for it to download all mods again, then start the game and check if they're there. Try deleting all mod folders (C:\Program Files (x86)\Steam\steamapps\workshop\content\294100), then delete the ACF file again, then restart Steam.
